Budget déjà vu, all over again
 Senator George Runner Serving the 17th District which incorporates portions of the Los Angeles, San Bernardino, Ventura and Kern counties. The following article is authored by my colleague Sen. Bob Dutton: As lawmakers negotiate this year's state budget to close a nearly $20 billion deficit, I'm reminded of the quote made famous by New York Yankees great Yogi Berra: "It's like dĂ©jĂ vu, all over again." Instead of working toward an agreement that will bring California's spending in line with revenues and spur private sector job creation, the majority party is back again with its usual mix of taxes, borrowing and outright denial of reality. In the Senate, Democrats wasted no time pushing almost $5 billion in new taxes including another hike in the car tax and extensions of last year's "temporary" tax increases. It doesn't seem to bother them at all that these tax increases would force struggling California families to pay hundreds of dollars more in taxes each year. Assembly Democrats have concocted an elaborate and most likely illegal scheme that involves borrowing billions from Wall Street against the state's bottle deposits and taxing domestic oil production. Their "head-in-the-sand" approach does nothing to solve our chronic budget problems, but would instead leave a monstrous $16 billion hole in the following year's budget. (Sacramento, CA) – Senate Bill 1253, authored by Senator Tony Strickland (R-Thousand Oaks) was signed by the Governor yesterday. Supported by the California State Sheriffs’ Association, SB 1253 would prohibit a defendant convicted of lewd or lascivious acts on a child from being placed or residing within ½ mile of the child victim’s residence. While current law does state that a convicted child molester cannot live within ½ mile of a school, it does not provide for any such assurance with regard to where the victim lives. “Children who are victims of sexual assault deserve to feel safe in their own neighborhood and my bill is a step in the right direction towards ensuring their safety,” Senator Strickland said. “We need to do everything we can to make sure these kids are kept safe and I’m pleased to see the Governor signed this common-sense bill.” SB 1253 will go into effect on January 1, 2011. Today, the White House is launching its second annual SAVE Award, which encourages federal employees to submit ideas on how to save taxpayer dollars. Federal employees will be able to rank the submissions submitted by colleagues, and then the general public will be able to vote on the top submissions later this year. Last year’s contest generated more than 38,000 submissions from government employees and more than 84,000 votes. Last year’s winner? A Department of Veterans Affairs employee from Colorado who suggested that VA medical centers should permit patients to take home extra bandages and medication when they are discharged. Estimated savings: $14.5 million by 2014. Not bad. But we have a better idea. How about paying federal employees what they would be worth in the private sector? Potential savings: $47 billion a year. (Ventura, CA) The Ventura County Air Pollution Control Board has requested that the Air District conduct public outreach on global climate change. As part of that effort, the District is continuing to offer a speaker’s bureau presentation on the impact of global climate change. The Power Point presentation discusses the current and future results of climate change and the work being done at the national, state and local level to reduce its impact. The presentation is constantly being updated for new developments on the topic. Veteran District engineer Don Price has been making the presentations since 2008. He has been actively monitoring the issue for the APCD since the passage of the Global Warming Solutions Act of 2006, and serves on a statewide committee on global climate change. He also has a personal commitment to reducing greenhouse gas emissions. “I hope everyone who attends the presentation will go away with some ideas about reducing both their personal and business carbon footprint. I am targeting service, business, and community, senior, church, and college groups. I am looking forward to speaking with county residents about this issue.” The presentation can be tailored to fit a 20 to 40 minute time format. This Sunday, our nation will celebrate Independence Day, which commemorates the Continental Congress’ adoption of the Declaration of Independence on July 4, 1776. Thomas Jefferson’s Declaration preamble reads: “We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness.” The fact that we as a nation came together every year to celebrate this document might lead many Americans to believe that a Supreme Court Justice should take the Declaration of Independence into account when they are interpreting the Constitution. (Sacramento, CA) – Senate Concurrent Resolution 117, authored by Senator Tony Strickland (R-Thousand Oaks) was introduced yesterday. SCR 117 declares California’s support of Israel’s actions defending a blockade of the Gaza Strip on May 31, 2010. SCR 117 also affirms California’s support of Israel’s authority to protect and defend itself. On May 31, 2010, a flotilla attempting to break an Israeli blockade of the Gaza Strip was stopped by Israeli Navy soldiers. The goal of the flotilla was to provoke Israel, as evidenced by the flotilla organizers publicly announcing their plan to resist Israeli forces trying to peacefully enforce the blockade. “The foundation which attacked Israel’s blockade has publicly affirmed its links to the terrorist organization Hamas and also has reported ties to Al Qaeda,” Senator Strickland said. “The U.S. knows first-hand the effects a terrorist organization can have, so we need to stand by our ally Israel and their actions in defending their country.” “Israel has every right to ensure their country and their people are kept safe from terrorists,” Senator Strickland added. “Just like every other country in the world, Israel has the absolute right to defend itself.” SCR 117 now heads to the Senate Rules Committee for assignment. 'Blue Alert' legislation moves forward in Assembly
Senator George Runner Serving the 17th District which incorporates portions of the Los Angeles, San Bernardino, Ventura and Kern counties. I am pleased to announce that my legislation, Senate Bill 839, known as "Blue Alert," passed the Assembly Public Safety Committee this week. The proposed Blue Alert bill would use the existing statewide Amber Alert notification system when a peace officer has been killed, seriously wounded or assaulted with a firearm and the suspect has fled the scene. It would serve the same function as the highly successful Amber Alert - specifically, it would quickly and effectively get many pairs of eyes looking for a criminal who assaults a peace officer. As the Amber Alert system has demonstrated time and again throughout the United States, a quick response is vital. Investigators could immediately broadcast information through the Emergency Broadcast System on television and radio and on the freeway signs to alert the public. Senate Bill 1204 requires sex offenders to register online addresses

SACRAMENTO – The Assembly Public Safety Committee yesterday passed legislation authored by Sen. George Runner (R-Antelope Valley) that would require all registered sex offenders to register their online addresses with state law enforcement. Senate Bill 1204 is this year’s lone remaining bill which seeks to fight sexual predators who prowl social websites for potential victims. Runner called SB 1204 another tool for law enforcement to use in monitoring some of society’s most dangerous sex offenders. If the offenders don’t comply with new registration requirements, they risk up to six months in jail. “In the past decade it’s become obvious that Internet technology is a convenient means for predators to stalk potential victims,” Runner said. “Sex offenders are already required to register their physical addresses with local police; now we will know what web pages, instant messaging names, and email addresses they maintain.” Besides registering online addresses, one of the objectives of SB 1204 is to deter sex offenders from joining Facebook, MySpace and other social networking websites. While on parole, sex offenders may be prohibited from accessing social networking sites. Once parole is completed, however, a sex offender is free to join such sites. “Under current law, a convicted sex offender, like John Albert Gardner III, can open up an online account using a fake name or incorrect age,” said Runner. “By requiring such accounts be registered, SB 1204 creates a database for law enforcement and a tool which can be used to keep sexual predators from abusing social networking sites.” As the bill moves forward, Senator Runner has committed to ensure that online address information collected under SB 1204 may be accessed to permit social networking sites like Facebook and MySpace to voluntarily purge registered sex offenders from the sites. California will join New York and Illinois in enacting such a law. New York became the bill passed a similar bill in 2008, known as “e-STOP,” which was sponsored by New York Attorney General Andrew Cuomo. Cuomo said more than 3,500 registered New York sex offenders have been purged from Facebook and MySpace since the bill passed, including a man convicted of assaulting a 14-year-old boy and another man who raped a 2-year-old girl. John Walsh, co-founder of the National Center for Missing and Exploited Children and host of “America’s Most Wanted, supports New York e-STOP saying last year in a press release that “New York sets the gold standard for other states to follow.” SB 1204 is supported by statewide law enforcement agencies and associations, as well as Facebook. It moves to the Assembly Appropriations Committee for a vote in the coming weeks. |
