Adoption of the 2010/11 Budget
Recommendation: 1) Continuation of the Budget Workshop commenced at the City Council / Redevelopment Agency meeting on July 13, 2010 on the City of Fillmore Municipal Budget, Fillmore Redevelopment Agency Budget, Veterans Memorial District Budget, and Fillmore Senior Center Budget for Fiscal Year 2010/11.

Review of Draft Sewer Ordinance Update, Proposed Sewer Rate Increases and Scheduling of Public Hearing For Proposition 218 Protest Hearing.
Recommendation: 1) Review and comment on draft Sewer Ordinance; 2)
Set the Public Hearing for the Proposition 218 protest process for September 14, 2010 and authorize the mailing of the attached Public Hearing Notice. The notice will be translated into Spanish as well; 3) Direct staff to do either a. or b.: a) Mail the Public Hearing notices to only the property owners, or, b) Mail the Public Hearing notices to renters in addition to property owners. Protests from renters cannot be counted in the Proposition 218 process; and 4) Set the Public Meeting for questions and answers on the proposed Sewer Ordinance revisions during the August 24th regular Council Meeting.
C.
Review of Proposed Water Rate Increases, Scheduling of Public Hearing For Proposition 218 Protest Hearing and Preview of Draft Water Ordinance Update.
1) Review and comment on draft Water Ordinance 2010-821; 2) Set the Public Hearing for the Proposition 218 protest process for September 14, 2010 and authorize the mailing of the attached Public Hearing Notice. The notice will be translated into Spanish; 3) Direct staff to do either a. or b.: a) Mail the Public Hearing notices to the property owners as required by Proposition 218, or, b) Mail the Public Hearing notices to renters in addition to property owners.
