 Ventura County Sheriff's Department The Ventura County Sheriff’s Office has released its 2013 Uniform Crime Reports (UCR) crime statistics for Part 1 Crimes. The data represent information collected from the unincorporated areas and the five contract cities where the Sheriff’s Office provides police services. Those cities are Thousand Oaks, Camarillo, Moorpark, Fillmore, and Ojai. Overall, reported crime is down 6% throughout the Sheriff’s Office jurisdiction. A few areas, such as Moorpark and Camarillo showed an increase in reported crimes in 2013 over 2012. Most of the increases were due to spikes in property crimes, such as burglary and theft. Many of those crimes were thefts or burglaries from vehicles that were either unlocked or had valuables left in plain view. These crimes of opportunity can be prevented by removing valuable property from vehicles and locking them when leaving them unattended. FRESNO, CA - Attorney General Kamala D. Harris today announced the arrest of eleven individuals associated with a Central Valley-based narcotics trafficking organization and the seizure of over $200,000 in cash and drugs including over 50 lbs. of methamphetamine and nearly 1,000 marijuana plants. "Transnational drug traffickers aren't troubled by the details of law enforcement jurisdictions or government borders, and neither should our enforcement efforts,” Attorney General Harris said. “My California Department of Justice Task Force worked closely with local, state and federal law enforcement officials throughout the Central Valley to dismantle the Magana organization. Our success shows the pressing need for more collaboration and funding to fight transnational drug trafficking in California.” Defendants Jose Magana, Manuel Munoz and Juan Parra were arrested on March 4, 2014, defendant John DeWayne Young was arrested on November 10, 2013 and defendant Ana Valero was arrested on March 11, 2014, all in Tulare County. Defendants Erwin Alva, Rosemary Alvarez, Ernesto Carrillo and Christopher Pellegrin were arrested on March 4, 2014 in Riverside County. They are charged with thirteen felony counts including possession, transportation and sale of a controlled substance, prohibited possession of ammunition, and conspiracy. All are currently being held in Tulare County Jail and are being prosecuted by the Tulare County District Attorney. Ventura County Sheriff's Department On 4/4/2014, the Sheriff’s Gang Unit with the assistance of Ventura County Sheriff’s Headquarters Station Detectives, Camarillo Special Enforcement Detail, Thousand Oaks Special Enforcement Detail and the Ventura County Auto Theft Task Force served a search warrant in the 4900 block of Joan Way in the unincorporated community of Oxnard known as El Rio. Members of the Sheriff’s Gang Unit received information Luis Lomeli was living at the residence and operating a stolen vehicle “chop shop” at the location. Detectives had information Lomeli was possibly armed with a sawed-off rifle. Lomeli is currently on Ventura County Probation for narcotics charges, violation of the gang injunction, and resisting arrest. Lomeli’s probation terms make him prohibited from possessing any firearms. During the search warrant, five firearms were located and confiscated. The firearms included two sawed-off .22 caliber rifles, two handguns, and one rifle. Detectives located the remnants of a dismantled Chevrolet truck which had been stolen previously out of the City of Oxnard and stolen license plates. A second truck with obvious indications of vehicle tampering was also found. Because Lomeli was not at the location during the service of the search warrant, detectives would like to speak with him about the property. Ventura County Sheriff's Department On April 9, 2014 at approximately 3:40 PM, deputies arrested six women for a “flash mob” style burglary they committed at the Tory Burch store in the Camarillo Premium Outlets. On April 9, 2014, at approximately 3:25 PM, deputies responded to the Tory Burch store in the Camarillo Premium Outlets for a burglary that had just occurred. Deputies learned that a group of six to eight female suspects entered the store with large shopping bags. The suspects quickly went through the store loading merchandise into the bags they brought in with them. One of the store clerks recognized the suspects from a previous burglary that occurred one to two months ago. During the previous burglary, one of the suspects threatened to shoot the clerks if they intervened. Based on that information, the clerks believed the suspects were still armed. When the store employees tried to contact the suspects, the suspects fled the store with the merchandise, without paying for any of the items. The suspects were in the store for approximately 30 seconds. The employees were able to see the suspects get into a gold Chrysler mini-van. The suspects left the Outlet Mall parking lot toward the 101 freeway. The deputies on scene were able to view the security video and put out a broadcast to the surrounding agencies with the suspects’ and vehicle descriptions. Deputies working in the Thousand Oaks area located the van traveling southbound on highway 101 near the Hampshire Road off-ramp. Deputies conducted a “high risk” traffic stop on the vehicle and detained the six suspects. One of the store clerks was brought to the location of the traffic stop and identified all of the suspects as being the ones who stole the merchandise from the store. Deputies searched the van and located the “booster bags,” which contained the stolen property from the Tory Burch store. Deputies also located additional clothing items that were believed to have been stolen from several other stores. Detectives are following-up on the other potential victims. All six suspects are from the San Francisco area, and were in a vehicle rented from San Francisco. Detectives believe these suspects have been going up and down the coast committing similar types of burglaries throughout the state. The suspects were arrested and booked into the Pre-Trial Detention Facility in Ventura for burglary, conspiracy, possession of stolen property and possession of burglary tools.  During the evening hours of Wednesday, March 26th, the Ventura County Sheriff’s Pre-Trial Detention Facility (PTDF) public reception desk received multiple phone calls from a female caller demanding to speak to her boyfriend, who was in custody. The female caller, who was later identified as Krystal Lovas, stated during two separate phone calls that she had individuals outside the PTDF facility ready to blow up the building if her demands were not met. In response to the threats, the entire jail facility was placed on lockdown and numerous deputies responded to search the perimeter for suspicious devices and/or persons. Multiple patrol resources were also tasked with checking locations related to Lovas. The PTDF Classification Unit, in conjunction with the Sheriff’s Gang Unit, investigated the incident. Lovas was located and taken into custody at a residence in the 4300 block of Terrace Avenue in the city of Oxnard several hours after the threats. Lovas was arrested and booked on one felony count of P.C. 148.1(a)- False report of a bomb. Her bail was set at $40,000. At the time of this incident, there were close to 1,000 individuals, both staff and inmates, located inside the PTDF. The Ventura County Sheriff’s Office takes any threats towards the safety and well-being of jail staff and inmates seriously.  Santa Paula Police Department A second arrest has been made in the Homicide of Norma Elizalde, who was tragically shot and killed by a stray bullet that was fired from outside her home by rival gang members who were involved in a physical altercation that led to the shooting. Arrested was Valente Tobias, 21 years, Santa Paula. During the course of this Homicide Investigation, it was found that Tobias was involved in the crime, evidence and information was found by Santa Paula Police Detectives that linked Tobias to the crime. Tobias is a known documented gang member from Santa Paula currently on parole. Tobias was arrested while incarcerated at Ventura County Jail on an unrelated matter.  The suspect was described as a white male, in his late 20’s to early 30’s, with longer brown hair, approximately 5’09” tall with a medium build and weighing approximately 170 pounds. The suspect was wearing a light grey sweater that had dark grey arms and blue jeans. Enlarge Photo On April 8, 2014, at approximately 2:09 PM, a male suspect entered the Chase Bank located at 2300 East Ponderosa Drive in the city of Camarillo. The suspect handed a bank teller a note demanding money. The suspect also claimed to be in possession of a gun, although no weapons were seen. The bank teller complied with the suspect’s demands and the suspect fled the bank with an undisclosed amount of money. The suspect was last seen running northbound through the parking lot near Texas Cattle Company Restaurant. The suspect was described as a white male, in his late 20’s to early 30’s, with longer brown hair, approximately 5’09” tall with a medium build and weighing approximately 170 pounds. He was later released from Ventura County Jail pending further investigation. On today's date at approximately 9:00AM, Martinez was arrested without incident as he was leaving his home. Today's arrest was a result of further information obtained during this investigation by Santa Paula Police Detectives assisted by the Ventura County District Attorney Investigators, linking Martinez to the crime. Ventura County Sheriff's Department On 3-8-2014, Peter Foy II was in custody at the Ventura County Jail Pre-Trial Detention Facility pending a sentence transfer to state prison. Foy was sentenced to state prison on 3-7-2014. On 3-8-2014, a jail telephone call was monitored where Foy called Brandon Adams. Brandon Adams is Foy’s co-defendant from Foy’s first narcotic sales conviction in 2012. During this conversation, Foy told Adams he (Adams) would be contacted by a person Foy trusted and Adams should deal with the person. Unbeknownst to Foy, the person was actually an undercover police agent. Foy had earlier conspired with the undercover agent and told the agent to contact Adams to assist with the conspiracy to commit insurance fraud and credit card fraud. The undercover agent met with Adams in the city of Simi Valley. Adams agreed to commit the insurance fraud and credit card fraud based on Foy’s referral. Adams then introduced Toncher to the undercover agent. Adams and Toncher subsequently solicited the undercover agent to kill two Simi Valley residents. Both intended murder victims were involved in Foy’s previous criminal convictions. During multiple meetings between the three, Toncher agreed to financially support the killing of the Simi residents through the identity theft/fraud profits. On 4-3-2014, Adams and Toncher were arrested for the above listed charges and were booked into the Pre-Trial Detention Facility. Their bail is currently set at $5 million each. Multiple search warrants were served and filed with the Ventura County Superior Court. Adams and Toncher are scheduled to appear in Ventura County Superior Court on Monday, 4-7-2014. The investigation into Peter Foy II regarding his involvement in this investigation is on-going. All known potential murder victims were notified of the plot. SAN FRANCISCO, CA - Attorney General Kamala D. Harris issued the following statement on the federal grand jury indictment of Pacific Gas & Electric Co. (PG&E) for criminal violations of the federal Natural Gas Pipeline Safety Act of 1968: “Today’s indictment is an important step in providing justice for the individuals, families and community devastated by the 2010 pipeline explosion and fire in San Bruno. As alleged in the indictment, PG&E knowingly and willfully failed to identify and evaluate threats to its transmission pipelines, including Line 132 underneath much of San Bruno. When allegedly faced with evidence of transmission line problems, PG&E knowingly and willfully chose not to assess and remediate them. My office will continue our work with local and federal partners in prosecuting this matter in federal court and holding PG&E accountable for its alleged conduct." On September 9, 2010, a portion of Line 132 in San Bruno exploded and resulted in a fire that killed eight people, injured 58 others, and damaged or destroyed numerous homes. The California Department of Justice has been conducting a criminal investigation related to the explosion in partnership with local authorities from the San Mateo District Attorney’s Office, the San Bruno Police Department, and the San Bruno Fire Department, as well as federal agencies including the U.S. Attorney’s Office for the Northern District of California, the U.S. Department of Transportation’s Office of Inspector General, the Federal Bureau of Investigation, and the Pipeline and Hazardous Material Safety Administration. Ventura County Sheriff's Department A Thousand Oak man was arrested after being linked to several residential burglaries of senior citizen homes in a senior living community. The man, Michael South, was the security director for the senior living complex. Over the last weekend of March (2014), Thousand Oaks Police investigators received information that Michael South was possibly in possession of stolen property from one of the residents at a senior living complex in Thousand Oaks. An investigation revealed that South, (director of security), was involved in numerous burglaries and thefts from residents of the complex. Due to South’s position at the complex, he had key access to the senior citizen homes. A search warrant was done on South’s home, which resulted in investigators finding additional victims as well as their property. The types of property taken from residents were guns, jewelry, medication and other household items. South was booked into the Ventura County Jail for numerous felony residential burglary charges, elder abuse and possession of stolen property. Santa Paula Police Department On todays date at approximatley 0500 hours, Santa Paula Police Officers assisted by Ventura Police Officers, Port Hueneme Police Officers, Ventura County Sheriff's Deputies and the Ventura County District Attorney's Investigators executed three search warrants in relation to the homicide of Norma Elizalde that occurred on Saturday March 29th 2014 at approximatley 1300 hours. The purpose of the search warrants was to locate any evidence of the crime and also to arrest a named suspect. Arrested at his home without incident was Mark James Martinez 32 years, a resident of Santa Paula and a known documented gang member. During the course of this investigation, Santa Paula Police Detectives developed information that led to the identity and arrest of Martinez. The suspects vehicle in which Martinez and another undentified male fled the scene has also been located and seized as evidence. At this time, the investigation is continuing to ascertain the identity of any other suspects involved. Martinez was later transported and booked at Ventura County Jail. Ventura County Sheriff's Department Ventura County Sheriff’s Technical Communications Specialists Gloria Nieves and Jeff Mercer have been selected as the 2014 “Dispatcher of the Year” award co-recipients. They will be honored at the annual Dispatcher Awards Banquet in Ventura on April 10, 2014. Gloria and Jeff were selected by their peers and supervisors to receive this award, which is presented to the outstanding dispatcher for their exemplary work and contributions to public safety and the residents of Ventura County. Gloria Nieves has been an employee with the Sheriff’s Office for over 35 years and Jeff Mercer has been with the department for over 29 years. During their time with the Sheriff’s Office, both Gloria and Jeff have become accomplished dispatchers and have established themselves as consummate team players. In addition to challenging and rapidly evolving situations in their primary assignments, they are also trainers for newly hired dispatchers. Sheriff dispatchers answer, assess, and refer 9-1-1 calls, as well as business calls that come into the Sheriff’s Office. They are responsible for dispatching and coordinating patrol responses to calls for service and, at times, responsible for up to 70 patrol deputies in the field in Sheriff’s jurisdictions throughout Ventura County. Dispatchers are among the first responders to emergency incidents and are often described as calm, professional, and proficient. Peers have noted that Gloria and Jeff are highly skilled due to their established experience and their outstanding critical communication skills. They are both exceptional in their everyday duties and play a big role in bringing substantial patrol incidents to safe and positive outcomes. Ventura County Sheriff's Department Thousand Oaks Police Department detectives are investigating a shooting that occurred inside the Hyatt Westlake Plaza hotel early Thursday morning. There were no injuries. No suspects have been arrested. On March 27 at about 2:30 a.m., the Sheriff’s Communication Center received several 9-1-1 calls from the hotel reporting shots being fired. Thousand Oaks patrol deputies quickly arrived at the scene and established a perimeter. Due to the nature of the call and occupancy at the location, additional resources and specialized units also responded. Deputies restricted public access into the hotel while the investigation continued and a search of the building was conducted. At the end of the search, it was determined suspect(s) were no longer at the hotel and there was no threat or danger to employees and hotel guests. The investigation is continuing. Ventura County Sheriff's Department While on patrol in the Santa Susana area of Simi Valley, Deputies John Eisenhard and Scott Horswill located fall victim Bill Coleman who had fallen almost 60 feet during a rock climbing accident. The deputies located Coleman’s unoccupied vehicle parked in Santa Susana Park. Suspicious of the unattended car, the deputies began to search the area and located the victim in serious condition after a fall at the bottom of a 60 foot rock face. Coleman stated he had been at the location for a “night time rock climb” and fell. The deputies provided initial medical treatment to stabilize Coleman prior to Emergency Medical Services (EMS) personnel’s’ arrival. He was later transported to Los Robles Hospital in Thousand Oaks. EMS personnel on scene advised the deputies that Coleman could have succumbed to his multiple injuries without their intervention, medical stabilization and treatment. Additional Seasonal Firefighters Hired From Sacramento Foothills to LA Basin
Sacramento, CA – Despite recent rainfall, CAL FIRE continues to respond to a significant increase in wildfires across much of California. While March rain totals were higher than this winter, the rain has done little to combat drought conditions. Starting Monday, March 31, CAL FIRE will begin hiring additional seasonal firefighters in Central California, the Bay Area region and the Sacramento foothills. “Even with rain in March, our fire activity has remained 200 percent more over average statewide,” said Chief Ken Pimlott, CAL FIRE director. “The rain has been great, but it has not been enough to make up for our dry winter and California’s drought. Monday's move includes the hiring of additional seasonal firefighters and the opening of many remote seasonal fire stations. The staffing increase comes after several months of CAL FIRE staffing equipment with permanent and seasonal firefighters several months earlier than normal. The increase includes CAL FIRE’s move to peak staffing levels in San Diego, Riverside and San Bernardino Counties. “This week’s rainfall has stayed relatively in the North, but the medium and heavy brush and timber along the Central Coast and Southern end of the state remain critically dry,” said Chief Thom Porter, CAL FIRE assistant southern region chief. “A recent fire in Monterey County charred 400 acres with extreme intensity, despite the humidity being above 80 percent.” Between January 1 and March 22, CAL FIRE has responded to over 800 wildfires that have charred nearly 2,300 acres. In an average year for the same time period, CAL FIRE would typically respond to under 275 wildfires for approximately 1,000 acres. CAL FIRE continues to ask homeowners to ensure that they are prepared for wildfires by maintaining 100 feet of Defensible Space. Santa Paula Police Department On 3-29-14 at approixmately 1258 hours, Officers from the Santa Paula Police Department responded to the 1200 block of High St. regarding a call of an Assualt with a Deadly Weapon. Once Officers arrived they discovered the victim, Norma Elizalde, 39 years of Santa Paula, had sustained a gun shot wound ot her neck. Officers began CPR until EMS arrived on scene. Officers learned that the incident began when two subjects were involved in a physical altercation with two other subjects who were passing by in a dark colored sedan. During the incident the unidentified subject fired several rounds from a handgun. One of the rounds entered the victims residence and struck her while she was in a carport area. Several local residences were checked by members of the Santa Paula Police Department regarding sightings of possible suspects, however none were located. This case is currently under investigation by the Santa Paula Police Department Detectives Unit. Ventura County Sheriff's Department This morning, at approximately 5:05 AM, a vehicle traveling southbound on Westlake Boulevard left the roadway and struck a tree in the center median. The driver and sole occupant of the vehicle was ejected and pronounced dead at the scene. His identity will not be provided until notification of next of kin. At this time, the cause of the collision is unknown, however speed is a potential factor. The collision is under investigation by the Thousand Oaks Police Department’s Traffic Bureau. Anyone who may have information concerning the accident is asked to call the Traffic Bureau at 805-494-8271. The Thousand Oaks Police Department would also like to remind our citizens to drive carefully, and abide by the rules of the road. Please arrive home safely. Ventura County Sheriff's Department Thousand Oaks Police Department detectives are investigating a shooting that occurred inside the Hyatt Westlake Plaza hotel early Thursday morning. There were no injuries. No suspects have been arrested. On March 27 at about 2:30 a.m., the Sheriff’s Communication Center received several 9-1-1 calls from the hotel reporting shots being fired. Thousand Oaks patrol deputies quickly arrived at the scene and established a perimeter. Due to the nature of the call and occupancy at the location, additional resources and specialized units also responded. Deputies restricted public access into the hotel while the investigation continued and a search of the building was conducted. At the end of the search, it was determined suspect(s) were no longer at the hotel and there was no threat or danger to employees and hotel guests. The investigation is continuing.
