During the month of April 2026, The Ventura County Sheriff’s Office Headquarters Detectives initiated an investigation into a group of individuals targeting Freightliner trucks in the unincorporated area of Ventura County commonly known as El Rio. The suspects would approach the vehicles during nighttime hours, break a window to gain entry, and steal the onboard Common Powertrain Controller (CPC) computers before fleeing the scene. These computers are essential for vehicle operation and cost approximately $3,300 to replace them, leaving victims unable to use their trucks until a replacement is installed and programmed.
Detectives learned that similar crimes had occurred in neighboring jurisdictions of the Oxnard Police Department and the Simi Valley Police Department. Through the investigation, detectives identified the suspects as Lenin Leyva and Ryann McMurtrey of Los Angeles.
On April 29, 2026, Headquarters Detectives located McMurtrey’s 2019 Jaguar in the 1400 block of East Harvard Boulevard in the city of Santa Paula. Detectives coordinated with the Fillmore Police Department and a traffic stop was conducted on the vehicle. Detectives responded to the scene and conducted a search of the vehicle, which resulted in the recovery of stolen CPC computers. The vehicle was subsequently seized as evidence.
Leyva and McMurtrey were booked into the Ventura County Main Jail for violations of Penal Code sections 459 - Burglary, 487(a) - Grand Theft, 594(b)(2) - Vandalism, 182(a)(1) - Conspiracy to Commit a Crime, and are being held in lieu of bail. Leyva is also currently on Post Release Community Supervision for a prior burglary conviction out of Los Angeles County.

E-Bicycle Definitions (VC 312.5)
An electric bicycle is a bicycle equipped with fully operable pedals and an electric motor of less than 750 watts. Three classes of electric bicycles have been established:
• Class 1: A low speed pedal-assisted electric bicycle equipped with a motor which provides assistance only when the rider is pedaling and ceases to provide assistance when a speed of 20 mph is reached.
• Class 2: A low speed throttle-assisted electric bicycle equipped with a motor used exclusively to propel the bicycle and NOT capable of providing assistance when a speed of 20 mph is reached.
• Class 3: A low speed pedal-assisted electric bicycle equipped with a speedometer, and a motor which provides assistance only when the rider is pedaling and ceases to provide assistance when a speed of 28 mph is reached.
The operator of a Class 3 electric bicycle:
Must be 16 years old or older.
Must wear a bicycle safety helmet.
Must not transport passengers.
May ride an electric bicycle in a bicycle lane if authorized by local authority or ordinance.
All electric bicycle classes are exempt from the motor vehicle financial responsibility, DL, and license plate requirements (VC 24016).

Electric Motorcycles
These are commonly referred to by brand names (SURRON/TALARIA/SEGWAY), these vehicles are motorcycles. At the time of this flyer, there is no lawful way to operate an electric motorcycle of this type on a public roadway, sidewalk or public park. These electric motorcycles are only be lawfully operated in designated Off-Highway Vehicle (OHV) areas after registration with the DMV as a OHV.

Community Safety Notice: Bear Sighting
The City of Fillmore and the Fillmore Police Department want to inform residents of a reported bear sighting on Mountain View.
Out of an abundance of caution, community members are asked to avoid the area while officers monitor the situation and coordinate with wildlife officials. Nearby residents should remain alert and keep children and pets indoors until further notice.
If you encounter a bear:
• Do not approach or run
• Keep a safe distance
• Make yourself appear larger and back away slowly
• Never feed or leave food out
• Report the sighting immediately to the Fillmore Police Department and the California Department of Fish and Wildlife (CDFW)
To help prevent attracting wildlife, please secure trash, remove pet food, and minimize other odor-producing items outdoors.
Our officers are actively checking the area to help ensure community safety. Updates will be provided as more information becomes available.

As of 5:00 PM, we have not received any additional reports or confirmed sightings of the bear. For the safety of both residents and the bear, do not pursue, approach, or feed the bear. Human interaction and food conditioning can cause bears to lose their natural fear of people, increasing the likelihood that they return to neighborhoods and become comfortable around humans. Unfortunately, this behavior can create dangerous situations that may ultimately result in the bear being euthanized.
