1. Travel Expense Claim
Administration recommends the Board approve the Superintendent’s Travel
Expense Claims for December 2009.
2. Temporary County Certificates
Administration recommends the Board approve 51 Temporary Certificates issued
by the County.
3. Disposal of Property
The 4th Quarter 2009 Disposal of Property Reports are presented for Board review
in accordance with Education Code Section 1279(b).
4. Williams and Valenzuela CAHSEE Lawsuit Settlement Quarterly Report to
County Board of Education
The Williams Coordinator for the Ventura County Office of Education presents
the quarterly report for October 1, 2009 – December 31, 2009, which shows no
complaints filed during this period.

L. DISCUSSION/INFORMATION/ACTION
1. 2008-09 Audit Report – INFORMATION / ACTION (5 minutes)
Administration recommends the Board accept the 2008-09 Audit Report for the
Ventura County Office of Education as presented by the auditor.
2. Decision to Deny or Approve Charter Petition for Piru Charter School –
INFORMATION / ACTION (20 minutes)
Pursuant to Education Code Section 47605 and Title 5, CCR 11967, a public
hearings was held on Piru Charter School on January 12, 2010. Staff analysis of
the charter petition was concluded, and the findings were presented to Board on
January 12, 2010. Based upon this review, administration recommends that the
Board consider one of the following two options:
a. Approve the charter petition for the Piru Charter School, contingent upon
the execution of a Memorandum of Understanding acceptable to the
petitioners, the Ventura County Board of Education and the Ventura
County Office of Education; or
b. Deny the charter petition for the Piru Charter School.

3. Adoption of Grades 9-12 Language Arts and Grade 8 Science Textbooks for
County-Operated Schools – DISCUSSION / ACTION (10 minutes)
A committee comprised of VCOE administrators and County Operated Schools
teachers has selected textbooks for Grades 9-12 Language Arts and Grade 8
Science. These materials reflect state approved texts. The High School textbooks
recommended for adoption for the Gateway, Providence, Phoenix and Triton
Academy schools are: Pearson Prentice Hall: Pearson Prentice Hall Literature
Series: Grade Nine, Grade Ten, and The American Experience, and The British
Tradition. The Middle School textbooks recommended for adoption for the
Gateway, Providence, Phoenix, and Triton Academy Schools are: Pearson
Prentice Hall: Focus on California Physical Science.
The recommended materials have been available for review in the Ventura
County Office of Education, Learning Resources Display Center, 5100 Adolfo
Road, Camarillo, since December 4, 2009. The Board and general public were
encouraged to review the textbooks. Administration recommends the Board
adopt the Grades 9-12 Language Arts and Grade 8 Science Textbooks for County-
Operated Schools.
4. 2009-10 Consolidated Application for Funding Categorical Programs, Part 2 –
INFORMATION / ACTION (5 minutes)
The 2009-10 Consolidated Application for Funding Categorical Programs, Part 1,
was approved by the Board on June 22, 2009. As with Part 1, Part 2 lists the
sources of categorical funding that VCOE schools will use to provide programs
and services, specified in the No Child Left Behind Act, to its students in
2009-10. The Consolidated Application will be submitted electronically to the
California State Department of Education upon approval. Administration
recommends that the Board approve the 2009-10 Consolidated Application for
Funding Categorical Programs, Part 2.
5. Change Order No. 1 to GRD Construction for Interior Tenant Improvements for
the ROP Educational Services Center – INFORMATION / ACTION (5 minutes)
Change Order No. 1, dated December 23, 2009, is submitted for Ventura County
Board of Education review and approval. The change order is a net add and
includes additional glazing for improved visibility and day lighting, additional
crack grinding and filling to prepare the existing slab for flooring, all new ceiling
tiles, more sanitary faucets, and minor floor plan changes and exterior
concrete/grade adjustments. This change order includes no additional contract
days. Staff will be available to answer questions and provide any requested
update on the ROP Tenant Improvement project. Administration recommends
approval of Change Order No. 1 to GRD Constructors.

6. Award of Contract for Airport Facility Underground Vault and New Fiber Optic
Installation – INFORMATION / ACTION (5 minutes)
Public Contract Code Section 20111 requires any contract for a public project,
involving an expenditure of $15,000 or more, to be competitively bid. Bids for
underground vault and new fiber optic installation were opened at 2:00 p.m. on
December 16, 2009. The name of the lowest responsible bidder, the bid amount,
and the award recommendation from staff are included in the Board packet. The
Board has the option to either award the contract for underground vault and new
fiber optic installation at the Airport Facility or to reject all bids.
M. BOARD MEMBER COMMENTS
(Government Code Section 54954.2(a) states: "No action or discussion shall be undertaken on any item not
appearing on the posted agenda, except that members of a legislative body or its staff may briefly respond
to statements made or questions posed by persons exercising their public testimony rights under Section
54954.3. In addition, on their own initiative or in response to questions posed by the public a member of a
legislative body or its staff may ask a question for clarification, make a brief announcement, or make a
brief report on his or her own activities. Furthermore, a member of a legislative body, or the body itself,
subject to rules or procedures of the legislative body, may provide a reference to staff or other resources
for factual information, request staff to report back to the body at a subsequent meeting concerning any
matter, or take action to direct staff to place a matter of business on a future agenda.")
N. FUTURE AGENDA ITEMS
(Per Board Policy 9320, the Superintendent [as Ex-Officio Secretary of the Board], in conjunction with the
Board President, shall prepare the Agenda for each regular and special meeting of the Board. Board
members may request items be placed on the agenda by notifying the Superintendent of the request at least
12 days prior to the date of the next scheduled meeting. The Superintendent and the Board President shall
review the requested agenda items and determine the items to be placed on the agenda. Any requested
agenda item not placed on the agenda by the Superintendent and Board President may be brought to the
next Board meeting. The majority vote of the Board shall determine if the item will be placed on a future
agenda.)
