1. PUBLIC HEARING on Piru Charter School Petition – INFORMATION (2 hours)
On November 25, 2009, a charter petition was submitted to the Ventura County
Board of Education on appeal, per Education Code 47605, following the Fillmore
Unified School District Board of Trustees denial of the Piru Charter School petition
on November 9, 2009. Education Code 47605 and Title 5, CCR 11967 stipulate that
the County Board must hold a public hearing after receipt of a charter petition and
take action to either approve or deny the petition within 60 days of receipt.
Representatives of the Piru Charter School will be given an opportunity to provide a
brief overview of the charter school petition (30 minutes). The Fillmore Unified
School District Board of Trustees will also be given an opportunity to provide the
reasons for their denial of this petition (30 minutes). Following the presentations,
members of the Board may ask questions of the Petitioner or District regarding the
charter school petition.
a. PUBLIC HEARING on Charter Petition for Piru Charter School. Members
of the public are invited to comment.
2. Staff Analysis of the Piru Charter School Petition– INFORMATION (30 minutes)
Pursuant to Education Code Section 47605, staff has concluded its review of the
Charter Petition for the Piru Charter School, and will present their findings at this
meeting. As part of the County Office of Education analysis, assessments and
evaluations that were performed by Fillmore Unified School District regarding this
petition were also reviewed. It is anticipated that the Board will take action on the
charter petition at their January 25, 2010 meeting
3. Process for Considering the Appeal of the Bridges Charter School Petition–
INFORMATION / ACTION (10 minutes)
On December 16, 2009, the Bridges Charter School petition was submitted to the
Ventura County Board of Education on appeal, per Education Code 47605,
following the Conejo Valley Unified School District Board of Trustees denial of the
Bridges Charter School petition on December 2, 2009. Education Code 47605 and
Title 5, CCR 11967 stipulate that the County Board must hold a public hearing after
receipt of a charter petition and take action to either approve or deny the petition
within 60 days of receipt. This timeline was extended beyond the 60 days by mutual
agreement. Administration recommends that the Ventura County Board of
Education take action to acknowledge receipt of the Bridges Charter School appeal
document.

The proposed process and required timeline for reviewing the charter are as follows:
Special Board Meeting, January 12, 2010, Ventura County Board of
Education acknowledges receipt of the Bridges Charter School petition and
sets date for Special Board Meeting.
Special Board Meeting, February 4, 2010, 6:00 p.m., Ventura County Board
of Education holds a Public Hearing on the Bridges Charter School petition
and hears the staff analysis of Bridges Charter School petition.
Regular Board Meeting, February 22, 2010, Ventura County Board of
Education takes action to approve or deny the appeal of the Bridges Charter
School petition.
It is recommended that the Ventura County Board of Education take action to
acknowledge receipt of the Bridges Charter School appeal document and to adopt the
proposed timeline for the processing of the appeal, including setting a date for the
Special Board meeting.
F. BOARD MEMBER COMMENTS
(Government Code Section 54954.2(a) states: "No action or discussion shall be undertaken on any item not
appearing on the posted agenda, except that members of a legislative body or its staff may briefly respond to
statements made or questions posed by persons exercising their public testimony rights under Section 54954.3.
In addition, on their own initiative or in response to questions posed by the public a member of a legislative
body or its staff may ask a question for clarification, make a brief announcement, or make a brief report on his
or her own activities. Furthermore, a member of a legislative body, or the body itself, subject to rules or
procedures of the legislative body, may provide a reference to staff or other resources for factual information,
request staff to report back to the body at a subsequent meeting concerning any matter, or take action to direct
staff to place a matter of business on a future agenda.")
