VENTURA, California – District Attorney Gregory D. Totten announced today that the review by the District Attorney’s Office of the circumstances surrounding the January 5, 2013, shooting of Theodore Keiper by California Highway Patrol Officers Michael Trenery and Frank Paramo has been completed.
