Bicycle Helmet Law Enforcement
Ventura County Sheriff's Department
Ventura County Sheriff's Department

Location: Moorpark City and County areas
Unit Responsible: Moorpark Police Department

What this is all about-- Due to a increase in bicycle related accidents and “close calls” the Moorpark Police Department will be out in the community enforcing the California Vehicle Code regarding Bicycle, Scooter, Skateboard Helmet Laws.
History--In 1994 California passed the bicycle helmet law which requires a person under 18 years of age to wear a properly fitted and fastened bicycle helmet while operating a bicycle, riding on a bicycle as a passenger, non-motorized scooter or skateboard, while wearing in-line or roller skates, or while riding upon a non-motorized scooter or skateboard as a passenger upon the streets or any other public bicycle path.
Why this is Important-- About 540,000 bicyclists visit emergency rooms with injuries every year. Of those, about 67,000 have head injuries, and 27,000 have injuries serious enough to be hospitalized. According to the US National Highway Traffic Safety Administration 698 bicyclists, not wearing their helmets died from their injuries in 2007.
Our Stand--The Moorpark Police Department believes in the safety of our children and is taking an active and proactive stand to promote bicycle, in-line skating, scooters, and skateboarding safety by enforcing the helmet law (California Vehicle Code 21212a).
The way it works—When a police officer sees a violation of the bicycle Helmet law, the person will be stopped and issued a citation for the violation. The citation will contain the parent’s information. The parent of the child in violation is tasked with paying the penalty fees for the violation ($25.00 Fine).

Make safety a family affair.
