On 1/29/14, at about 0755 hours, members of the Thousand Oaks Special Enforcement Unit arrested Dmitry Kogan for an arson that occurred in Thousand Oaks on 8/15/2012.

The arrest was a result of a lengthy investigation by the Sheriff’s Arson Unit and Ventura County Fire Investigations Unit. The investigation began when the victim’s vehicle was doused with a flammable liquid and then set on fire by the suspect. The incident appears to be a result of a dispute between the parties and the suspect is not being looked at for any other fires.

Kogan was booked at the Pre-Trial Detention Facility for a single count of Arson. Kogan was still in custody at the time of this release and his bail is set at $250,000 dollars.
