CITY OF FILLMORE CITY COUNCIL AND SUCCESSOR AGENCY REGULAR MEETING

Below are the final votes and outcome from last night’s city council meeting.
4. Carrie Broggie moved that item 9D gets moved to consent calendar John Garnica second - which carried unanimously, 5-0.
8. Christina Villaseñor moved to approve Consent Calendar Items 8.A through 8.G. Given the two amendments to the agreement on the item 8.B. Requested by Laura Bartels, Director of the Santa Clara Legal Aid. Mario Rodriguez seconded the motion. which carried unanimously, 5-0.
9.A. John Garnica moved to establish a City Council Ad Hoc Committee consisting of Councilmembers Albert Mendez and Christina Villaseñor to participate in the Santa Paula Hospital Blue Ribbon Task Force/Committee and represent the City of Fillmore in regional discussions regarding the future of health care services in the Santa Clara Valley. The motion further requested that a resolution be prepared affirming the City Council’s commitment to maintaining a hospital with an emergency room in the Santa Clara Valley and communicating that commitment to the Ventura County Board of Supervisors and other regional stakeholders. The committee will explore all avenues for maintaining a hospital system and emergency room, including collaboration with potential partners and stakeholders, while utilizing data, research, and other relevant information to support its efforts. The committee will also continue engaging with the community, promote transparency, and serve as a hub of information and resources for Fillmore residents regarding the future of local and regional health care services. Mario Rodriguez seconded the motion, which carried unanimously, 5-0.
9.B. John Garnica moved to conduct the public hearing under the requirements of Equity Fiscal Responsibility Act (TEFRA) and Internal Revenue Code of 1986 (the “Code”); and Adopt Resolution No. 26-4131 approving the issuance of the Bonds, as defined below, by the California Municipal Finance Authority (CMFA) for the benefit of the Developer, as defined below, or its subsidiary or affiliate, to provide for the financing of the Project. This resolution is solely for the purposes of satisfying the requirements of TEFRA, the Code and the California Government Code Section 6500, et seq. Christina Villaseñor seconded the motion, which carried unanimously, 5-0.
9.C. Carrie Broggie moved to Approve first reading to introduce Ordinance No. 26-998 (Attachment 1) approving ZOA 26-02 and finding of exemption from CEQA: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FILLMORE, CALIFORNIA, AMENDING SECTION 6.04.5805 OF THE FILLMORE MUNICIPAL CODE TO UPDATE THE CITY’S ZONING ORDINANCE GOVERNING THE OPERATION OF POP-UP BUSINESSES AND FINDING OF EXEMPTION FROM CEQA.
9.D. Christina Villaseñor moved that the City Council join and participate in the Local Government Climate Alliance through the County of Ventura, with City of Fillmore staff appointed to participate. Staff made no recommendation, explaining that participation in a legislative advocacy organization is a policy decision at the discretion of the City Council. Mario Rodriguez seconded the motion, which was approved unanimously by a 5–0 vote.
9.E. Christina Villaseñor moved to adopt Resolution No. 26-4125, approving Council Policy No. 26-105, Social Media Policy, and superseding Council Policy No. 19-105, Social Media for Public Use, which was adopted on May 28, 2019, by Resolution No. 19-3712. Carrie Broggie seconded the motion, which was approved unanimously by a 5–0 vote.
9.F. Mario Rodriguez moved to adopt the attached Resolution 26-4132 authorizing the City Manager or her designee to sign and file a claim with the Ventura County Transportation Commission for the allocation to the City of $812,788 of Transportation Development Act Funds for Fiscal Year 2026-27. John Garnica seconded the motion, which was approved unanimously by a 5–0 vote.
