Gayle Washburn, the candidate behind the flawed measures "H" and "I" seems to be on a roll with her lack of common sense and judgment. She stated many times publicly that she would have picked PERC, an inexperienced company using unproven technology, to build our state required sewer plant. Santa Paula council members must have made the mistake of listening to her and the problems are already starting.
